Forza is a racing sim and NFS is an arcade racer. If you want all out action, go with NFS because it's all about speed and police chases. Forza on the other hand, is slower paced, but the cars handle more realistically and the customization is amazing. I have both, but I have to say a prefer Forza because of the tuning and realistic racing.
